Project
Description: An Affordable Housing Committee was organized by the
Village of Hastings-on-Hudson in response to the findings of the Westchester County
Opportunities Commission that the County in general and its municipal entities
had an acute lack of affordable housing. The Village endorsed the Commission's
Housing Allocation Plan and in June, 1997 adopted the "Affordable Housing
Policy for the Village of Hastings-on-Hudson" which specifies how this need
can be met. The Affordable Housing Committee is to be a source of information
about affordable housing and also a vehicle to recommend creation of specific
housing units. The development entity of this committee, the Hastings-on-Hudson
Affordable Housing Development Fund Company (HOHAHDFC), was created to develop
these units in the Village.

is no way that our volunteer, small village committee could move ahead with planning
or building affordable housing if we did not have the people at the Housing Action
Council to point the direction and answer the what, how, when and why questions.
... They have led us through each step of the affordable housing maze. Thanks
to HAC we have access to the expertise and experience that are essential to a project's
success.

Services
Provided by HAC:
Housing Action Council, along with Architect Duo Dickinson, responded to a request
for proposals for a feasibility study for a Village-owned site on Warburton Avenue
in the Pinecrest neighborhood. The feasibility study presented several options.
The option for 2 one-family homes with accessory apartments was selected. The
Housing Action Council assisted the HOHAHDFC in the following ways:

Assisted
in forming the housing development fund company and securing its 501(c)(3) exemption. |

Assisted
in securing funding and served as liaison with the funding sources. |

|
Advised
on the development process, including selection of the contractor and preparation
of the construction contract. | |

Assisted
in preparing the deed restriction which would assure long term affordability. |
|
|
Conducted
a homebuyers workshop to inform prospective purchasers and prepare them to become
qualified homebuyers. | |
|
Managed
the lottery to select the purchasers. |
